Devin Jacob Ballard, a 20-year-old US Marine, has been formally indicted for the murder and robbery of Anna Yagi, 39, in Okinawa. Prosecutors allege that Ballard strangled Yagi with a telephone cord on October 3, 2026, and subsequently stole her wallet and backpack.
Ballard was stationed at US Marine Corps Air Station Futenma. He was arrested earlier this month after investigators reviewed security footage from the Naha hotel. The video allegedly shows a man believed to be Ballard entering the establishment with Yagi and leaving alone while carrying her personal items. Media reports citing the indictment document confirm the specific charges of strangulation and theft.
The timeline of the case moved quickly following the arrest. Ballard initially denied the allegations according to reports. However, Asahi Shimbun and Kyodo News cited investigators who said he later made statements suggesting his involvement. The US Marine Corps stated it was actively cooperating with Japanese authorities and extended condolences to the victim's family.
Political and public reactions have intensified since the indictment. Prime Minister Sanae Takaichi described the crime as brutal and heinous. Her government registered a strong protest with the United States and called for strict disciplinary action against US military personnel. Takaichi also demanded thorough measures to prevent similar incidents in the future.
Okinawa hosts the highest concentration of US troops in Japan, with approximately 55,000 soldiers stationed there. Governor Genta Koja said the prefecture has repeatedly asked the US to act to prevent such incidents. He viewed the alleged crime as a sign of a lack of discipline among the troops.
This case follows a pattern of criminal incidents involving US servicemen in the region. In 2024, four sexual assault cases involved US troops in Okinawa. One of those involved Air Force member Brennon Washington, who received a five-year sentence for the rape and kidnapping of an underage girl. In 2025, Lance Cpl Jamel Clayton was sentenced to seven years in prison for sexually assaulting a woman.
Public anger has manifested in both physical protests and online responses. Around 100 people demonstrated in Naha and Tokyo earlier this month. On social media, users expressed outrage and demanded justice, with one common sentiment being that enough is enough.
